Bloggers with 10,000 subscribers are required to submit information about themselves to Roskomnadzor

Bloggers who have not passed verification will be prohibited from collecting donations and selling advertising. The law applies not only to owners of personal pages on social networks, but also, for example, to authors of channels on Telegram and YouTube.
Federal Law No. 303-FZ of 08.08.2024 obliges bloggers with an audience of more than 10 thousand subscribers to provide information about themselves to Roskomnadzor. The Government of the Russian Federation will determine the composition of the data and the procedure for its provision.

Roskomnadzor will enter such bloggers and their data into a special register. To do this, bloggers will have to not only provide information about themselves, but also not distribute prohibited information. Roskomnadzor must start maintaining the register on November 1, 2024.

The requirements may affect platforms from the social network register maintained by Roskomnadzor. It includes 15 platforms: Telegram, VKontakte, Odnoklassniki, YouTube, Rutube, X, TikTok, Pinterest, Twitch, Discord, Likee, LiveJournal, Pikabu, Zen and Yappy.

The law introduces bans for both bloggers and other users:

  1. Unverified bloggers will not be allowed to ask for donations.
  2. Russian companies will be prohibited from placing ads on the pages of bloggers not included in the register.
  3. Social media users and bloggers who have submitted information about themselves to Roskomnadzor and are included in the register will be prohibited from reposting those who are not included in the list.

All these prohibitions will come into force on January 1, 2025. The adopted law does not provide for liability for violating these prohibitions. Possible punishment may be approved later.
