New amendments to the legislation on licensing of certain types of activities in Russia

Federal Law of 08.08.2024 N 310-FZ introduced several amendments to Federal Law of 04.05.2011 N 99-FZ On Licensing of Certain Types of Activities aimed at simplifying licensing procedures for applicants, including the process of interaction with licensing authorities when granting a license, making changes to the register of licenses and providing other government services in the field of licensing:

From August 8, 2024, the regulation on licensing a specific type of activity may reduce the time frame for making a decision on granting a license or refusing to grant it, terminating a license based on an application from the licensee, making changes to the register; cases and procedures for conducting an assessment of the applicant’s compliance with licensing requirements in automatic mode are provided for when granting a license.

From February 5, 2025, licensing authorities may provide for the possibility of licensing exclusively through the State Services Portal. Also, information on licenses will be provided by authorities only in the form of an extract from the register, and a copy of the act of the licensing authority on the decision taken will no longer be issued.
