On June 25, 2020, the Russian Government approved the Order, which regulates some features of foreign citizens’ entry into the Russian Federation

According to Order № 1671-R, highly qualified specialists will be able to enter Russia once. They are allowed to enter on the basis of the special list, which should be provided to the Federal Security Service and Ministry of Internal Affairs authorities by Federal Executive authorities.

It must be noted that the mandatory condition is to specify the checkpoint, through which the employee is planning to pass, and arrival dates. Crossing the border, not only must the employee have his passport and medical insurance policy, but the original employment contract either.

Furthermore, on the basis of this list, it is allowed to register invitations, visas, and work permits for highly qualified specialists outside the Russian Federation.

Migration authorities are currently clarifying the procedure for forming this list.
