Flexible export duties will be introduced from October 1, 2023
From October 1, 2023, to December 31, 2024, export duties are established on many goods linked to the ruble exchange rate.
From October 1, 2023, the Government of the Russian Federation will introduce flexible export customs duties on a wide range of goods that will be linked to the ruble exchange rate (Resolution of the Government of Russia dated September 21, 2023, N 1538). For example, this applies to exporting fish, dairy products, fruits and nuts, coffee, tea, spices, fertilizers, rubber, fur and leather products, paper, and other goods.
The export duty will range from 4% to 7%, depending on the national currency's exchange rate. If the exchange rate will be at 80 rubles per US dollar and below, it will be zero.
The duty will be up to 10% for fertilizers and will depend on the ruble exchange rate.
Flexible export duties are set until the end of 2024.
