Russia has 17 million km2 of territories and a population of 147 million (based on the population census in 2021).
Russia has relatively low taxes for legal entities and individuals, including special tax regimes for small and mid-sized companies, even with foreign shareholders. The main regulation for foreign investments is the Federal Law No. 160-FZ of 09.07.1999 On Foreign Investments in the Russian Federation. Based on the Law, direct investment is when a foreign investor owns 10% or more of the company’s capital.
The Law permits foreign investment in most sectors of the Russian economy, except the investment of foreign capital in banks and other credit organizations, insurance companies, mass media outlets, broadcasting organizations, air carriers, noncommercial organizations, and some state strategic sectors.
