Military records by the employer in Russia

All organizations, regardless of their form of ownership, are required to keep military records of their employees.
Due to a significant increase of fines for the lack of military registration with the employer from October 1, 2023, we would like to draw your attention to the main points.

Main legislative acts:

  • Regulation on military registration No. 719;
  • Methodological recommendations of the General Staff of the Armed Forces of the Russian Federation of 11.07.2017 — in terms of forms of military records, they are used to a limited extent due to changes in regulatory regulation;
  • Instruction set by the Order of the Minister of Defense of the Russian Federation of 22.11.2021 No. 700 — it defines the form of a personal card of a military man No. 10 and the procedure for filling it out.

Who is subject and who is not subject to military registration


All citizens who are not subject to military registration are listed in paragraph 15 of the Regulations on military registration (Decree of the Government of the Russian Federation of 27.11.2006 No. 719):

  • those released from military service by the Federal Law "On Military Duty and Military Service" (recognized as limited fit for military service due to health reasons, who are or have been in military service in the Russian Federation, who are or have been in alternative civilian service, who have completed military service in another state in cases stipulated by international treaties of the Russian Federation);
  • passing military service;
  • serving a sentence of imprisonment;
  • women who do not have a military registration specialty;
  • permanently residing outside the Russian Federation;
  • having military ranks of officers and staying in the reserve of the Service foreign intelligence of the Russian Federation and the Federal Security Service of the Russian Federation.

All those who are not listed in these paragraphs are subject to military registration.

Individual entrepreneurs

The obligation to maintain military records applies only to organizations. Sole proprietors are exempted from it.
An individual entrepreneur is liable for failure to fulfill military registration obligations if he himself is liable for military service. For example, for failure to appear at the military enlistment office by military order without a reason, he will pay a fine of 10 000 to 30 000 rubles (Article 21.5 of the Code of Administrative Offenses of the Russian Federation).

Branches and representative offices of foreign companies

There is no clear phrase that it is foreign companies that should keep military records. However, in foreign branches and representative offices may work citizens of the Russian Federation who are liable for military service and who are registered with the military and for whom it is necessary to keep military records in the organization. Therefore, all organizations on the territory of the Russian Federation are required to keep military records.
