The Federal Tax Service of Russia will be given the right to maintain a register of crypto miners

The task of forming a register of persons engaged in cryptocurrency mining will be performed by the Federal Tax Service, not the Ministry of Digital Development, as was planned before.
Deputy Chairman of the State Duma Committee on Information Policy, Communications, and Information Anton Gorelkin said that the register of miners will be developed and maintained by the Federal Tax Service. It was initially planned that the Ministry of Digital Development would be responsible for forming the register.
«This is the right and logical step since the Federal Tax Service is one of the most high-tech divisions. The Federal Tax Service has much more experience working with the cryptocurrency market and miners than the Ministry of Digital Development,» Gorelkin said in his Telegram channel.
He also noted that the register of miners should be private and not available in the open sources.

Starting November 1, 2024, companies and individual entrepreneurs will be able to engage in cryptocurrency mining legally. To do this, a company needs to get into a special register.

Miners will provide a report on the receipt of digital currency and their address identifiers to the authorized body. This is necessary for Rosfinmonitoring to track cryptocurrency flows. Transactions cannot be carried out for the purpose of money laundering and terrorist financing. Individuals who mine cryptocurrency are not obliged to be in the register. However, they must comply with energy consumption limits.
