The validity period of certificates and licenses for certain types of activities has been extended

It is established, that until July 1, 2021, the existing certification is extended and considered valid:

in industrial safety;
on the safety of hydraulic structures;
on security issues in the electric power industry.

The next certification in these spheres can be carried out:

in the territorial certification commissions, if a legal entity or individual entrepreneur applies with a corresponding application;
in certification commissions of organizations — in cases stipulated by local regulations of such organizations.

Also, the operation of explosive and fire-hazardous and chemically hazardous production facilities of hazard classes I, II, and III and activities related to the handling of industrial explosive materials until January 1, 2022, is allowed without reissuing the relevant licenses due to a change in the address of the place of implementation of the licensed activity specified in the license. The license for these types of activities is subject to renewal in connection with a change in the address of the place of implementation of the licensed type of activity specified in the license if the licensee applies for the relevant application.

It is also not required to check the knowledge of labour protection requirements and other safety requirements for the organization and performance of work in electrical installations and check the knowledge of the requirements for safe operation at heat supply facilities before July 1, 2021.

Verification of knowledge of the requirements of labour protection and other safety requirements for the organization and performance of work in electrical installations, verification of knowledge of the requirements for the safe conduct of work on heat supply facilities can be carried out:

in the commissions formed by Federal Service for Environmental, Technological and Nuclear supervision and its territorial bodies — if a legal entity or individual entrepreneur applies with a corresponding application;
in commissions of organizations — in cases stipulated by local regulations of such organizations.
