Starting 2020 Employers Will Submit a New Report to the Pension Fund

As part of the transition from the paper books for employment records to the electronic format, the Labor Code is supplemented by new Article 66' — Employment Information. Employers will provide Employment Information to the Pension Fund electronically. Employment Information contains information about employees, place of work, work functions, transfers to other positions, dismissal, and other information prescribed by the Labor Code of Russia.

Each employee is obliged to provide written application about starting the usage of the electronic Employment Information or keeping paper Labour book no later than the 31st of December 2020.

If an employee does not provide any application, an employer keeps records in a paper Labor book. Later he can apply for the electronic format of Employment Information.
If an employee prefers electronic Employment Information, an employer provides him a paper labor book, and the employer starting this moment is not responsible for keeping the paper labor book of an employee.

For an employee who started his first work after the 31st of December 2020, the employer makes records only in the form of electronic Employment Information without paper labor books.

Within 2020 employers are obliged:


  • to make changes in local HR-documentation;
  • to make changes in collective agreements, if any;
  • to organize technical means for providing Employment Information to the Pension Fund;
  • no later than the 30th of June 2020 inform all employees about changes related to electronic Employment Information.
