If the employer pays the salary to a foreign employee in cash, the director will be fined in the amount of 20–30 thousand rubles. The fine on the company or individual entrepreneur is up to 100% of the amount of the salary paid to the foreigner.
They can be brought to justice within two years from the date of payment of the salary to the foreigner in cash.
The exception is foreigners who permanently reside in Russia on the basis of a residence permit. They can get their salaries in cash.
