Migration regulation of Highly Qualified Specialist’s family members in Russia


In Russia, foreign employees may be employed as Highly Qualified Specialists (HQS) if they meet specific criteria.

HQS often comes to Russia to work with members of their families because HQS has a three-year work permit and can work in Russia based on a 3-year working visa.
Regarding legislation, family members of HQS include spouses, children, and their spouses, parents, grandmothers and grandfathers, and grandchildren.

Accompanying family members of the HQS have the right to enter Russia under simplified conditions. One way to do this is to obtain an accompanying family member multi-entry visa.

The visa’s validity period depends on the visa’s validity period of the HQS itself. Family members can work and study in Russia during the visa’s validity period, which is extended along with the HQS visa.
Besides, HQS family members can apply for work permits and work in Russia using simplified procedures and without quotas. In addition, HQS family members have no requirements for a minimum salary, unlike HQS.
Documents for obtaining a work permit for an HQS family member are
  • application to the Department of Internal Affairs of the Ministry of Internal Affairs for a work permit;
  • a notarized copy of the passport of HQS family member with a translation into Russian;
  • photo of a VKS family member (30mm by 40 mm matte color);
  • certificates of absence of infectious diseases, HIV infection, and the conclusion of a psychiatrist-narcologist;
  • a copy of the diploma with a notarized translation into Russian;
  • document proving relationship with the HQS (marriage or birth certificates, etc.);
  • voluntary medical insurance contract for the duration of the employment contract of a HQS family member;
  • payment order from the employer (paid from his bank account) for 3,500 rubles state duty for obtaining a work permit;
  • a copy of the work permit for the HQS;
  • copy of the employment contract with HQS;
  • copy of HQS work visa;
  • power of attorney for the employer’s representative in the Ministry of Internal Affairs.
Documents for obtaining a work permit for a family member of the HQS are submitted to the external labor migration department of the Ministry of Internal Affairs of Russia.

In addition, family members of the HQS are exempt from mandatory registration at the place of residence (migration registration) during the first 90 days after entering Russia (7 days for standard cases).

It is essential to know that family members of the HQS, including 6+ children, must undergo a medical examination and fingerprint registration within 90 days of entry if they plan to stay in Russia longer.

Members of the HQS family must have a valid foreign passport at least one and a half years from the date of entry into Russia. Also, it is obligatory to have medical insurance.
